Introduction

XI Training Ltd delivers the Telecoms Climber Passport course, specifically designed for telecommunications professionals requiring access to critical infrastructure sites throughout the UK. As a MATS-approved and EUSR quality-assured training provider, our comprehensive 5-day programme ensures participants achieve full compliance with industry standards and obtain recognised certification.

In line with the requirements set by the Mast & Towers Safety Group (MATS), all technicians must be registered on the Energy & Utility Skills Register (EUSR) via the Quartzweb system to gain access to and work on Arqiva sites. Course fees include EUSR registration and the provision of an official EUSR identification card.


The Telecoms Climber Passport is a comprehensive 5-day training programme designed for telecommunications professionals who require access to critical infrastructure sites throughout the UK. Developed in line with Mast & Towers Safety Group (MATS) standards and quality assured through the Energy & Utility Skills Register (EUSR), this programme provides delegates with the essential skills, knowledge, and certifications required to safely work within the telecoms industry.

The course combines a series of industry-recognised modules into one comprehensive programme, ensuring delegates gain the mandatory qualifications needed to access and operate on major telecoms networks and infrastructure sites. Training covers safe climbing techniques, rescue procedures, rooftop safety, radio frequency awareness, and emergency first aid (including at height), providing a complete pathway into telecoms site work. 

Throughout the programme, delegates will complete the following components:

  • MATS EUSR Tower Climbing & Rescue (Initial)
  • MATS EUSR Rooftop Worker – Safety & Access
  • Radio Frequency (RF) Safety Awareness
  • Level 3 Award in Emergency First Aid at Work (including Working at Height elements)

Successful completion enables registration through the Energy & Utility Skills Register (EUSR) via Quartzweb, a mandatory requirement for access to Arqiva and other MATS-accredited infrastructure sites. Course fees include EUSR registration and identification provision. 

The Telecoms Climber Passport is recognised throughout the industry and accepted across a wide range of major telecom infrastructure organisations, including Arqiva, CTIL, EE, Vodafone, BT, Network Rail, and other MATS member sites. It provides a practical and efficient route for individuals entering the telecoms sector or existing professionals seeking compliant site access credentials.

Delegates must be aged 18 or over, medically fit to work at height, and able to communicate effectively in English. Tower Climbing & Rescue certification requires annual refresher training to maintain compliance.

The Programme Covers:

MATS/EUSR Tower Climbing & Rescue Initial Validation 

MATS/EUSR Rooftop Worker - Safety & Access

Emergency 1st Aid (Including at Height)

Radio Frequency (RF) Hazard Awareness

Delegates will need to bring outdoor clothing suitable for seasonal weather conditions. Climbing PPE will be provided. If you prefer to use your own PPE please provide valid inspection records.
